Hong Kong-issued cards added to a US payment method often get stuck on billing country or verification. A virtual card provides a card number you can copy; address and tax still follow Apple's rules on that page.
Separate the "account region" from the "payment card"
Changing region has Apple's own conditions. This site does not teach circumvention, only how to prepare a payment tool.
Prepare a virtual card in the MP App
After verification is complete, copy the number from the card details, and check whether the App provides billing information you can fill in.
Link only one payment method at a time
Repeatedly adding and removing payment methods triggers extra verification. If it fails, stop and check the transaction status in the App.
Do not use unknown "US region gift card top-up" services.
Physical cards and virtual cards serve different purposes. US stores usually look at the virtual card number first.
